How might scientists go about making a black hole?

I was curious because I am writing a science fiction book and in it human military ships are powered by black holes (only a few centimeters across admittedly with "low" m) but how might scientists really go about accomplishing something like this, if at all possible? Or is it strictly in the realm of science fiction? (at least at the moment with physics as we know them)
