I am at level 3 now, if I ask questions which put me bellow 1000 points will I go back to 2?

Yup -- one more question will do it for you! And if you DO go back to Level 2 -- all the OLD restrictions apply again. On the plus side, when you hit Level 3 again, you'll get another email congratulating you. So you can start a collection.
