"Who would you rather address: Partisans or Neutrals?"?

I am fine with both. I don't tailor anything I say for a specific group. My opinions are simply my opinions and they do not change based on the group I am speaking with at the time. Believe it or not partisan minds can be changed the same as nuetrals with a convincing argument.
